HIPDS' academic review services are administered by the Healthcare Innovation Research Institute Academic Review Board (ARB). The Healthcare Innovation Research Institute (MIRI) is a comprehensive academic platform established in 2021 through the integration of research and academic review functions. As one of its core operational departments, the Review Board is dedicated to conducting independent, authoritative third-party review and certification of members' research outcomes, innovative projects, and professional competencies.
自评审体系建立以来，委员会已累计完成超过1200项学术评审，涵盖临床医学、基础研究、技术创新和成果转化等多个维度。评审委员会由来自亚太地区23个国家和地区的87位资深专家组成，覆盖内科学、外科学、影像诊断、药理学、公共卫生等15个医学子领域，每位专家均具备副教授及以上职称或同等资历，平均从业年限超过20年。
Since the establishment of the review system, the Board has completed over 1,200 academic reviews, spanning clinical medicine, basic research, technological innovation, and translational outcomes. The Review Board comprises 87 distinguished experts from 23 countries and regions across the Asia-Pacific, covering 15 medical sub-disciplines including internal medicine, surgery, diagnostic imaging, pharmacology, and public health. Each expert holds the rank of associate professor or above, with an average professional tenure exceeding 20 years.

The review process adopts the internationally recognised peer-review model, incorporating double-blind review and open-defence mechanisms to maximise objectivity and transparency. All review conclusions undergo multiple rounds of verification. Review certificates are verifiable online through the HIPDS official platform and have gained broad recognition from numerous healthcare and medical education institutions across the Asia-Pacific region.

A professional review service for original clinical research papers, encompassing randomised controlled trials, cohort studies, case-control studies, cross-sectional studies, and systematic reviews/meta-analyses. The review focuses on the scientific rigour of research design, the robustness of data analysis, the logical soundness of conclusions, and the feasibility of clinical application. The Review Board evaluates submissions across five core dimensions: research significance, methodological quality, statistical analysis, ethical compliance, and degree of innovation. Each paper is independently reviewed by at least three domain experts to ensure comprehensive and professional assessment. Outstanding papers that pass the review will receive HIPDS Academic Review certification and may be recommended for publication in the Society's partner academic journals.

This track focuses on case reports and case analyses from clinical practice that carry significant educational value, demonstrate diagnostic and therapeutic innovation, or present rare and complex characteristics. The review examines the completeness and authenticity of case documentation, the clarity and logical coherence of clinical reasoning, the appropriateness and innovativeness of management strategies, and the implications for clinical practice. Case reviews place equal emphasis on clinical outcomes and the methodology of decision-making processes. The Review Board is composed of frontline clinicians with extensive practical experience, enabling in-depth, expert feedback grounded in real-world practice. Outstanding cases that pass the review will be incorporated into the HIPDS Clinical Case Database as an important educational resource for continuing medical education.

Review criteria encompass technological originality, clinical applicability, safety validation, cost-effectiveness analysis, and market translation potential. The process incorporates an interdisciplinary review mechanism, inviting experts from clinical medicine, biomedical engineering, health economics, and related fields to conduct a multi-dimensional, comprehensive evaluation. For innovative projects with significant translational potential, the Society offers follow-up industry-academia-research matchmaking services, supporting applicants in advancing the translation of outcomes from laboratory to clinical application.

This track focuses on research outcomes that have been preliminarily completed or are actively undergoing clinical translation, with particular emphasis on evaluating the scientific soundness of the translational pathway, the standardisation of the translational process, the adequacy of clinical validation, and the socioeconomic benefits. This review category is a signature HIPDS service, embodying the Society's core philosophy of "translation-oriented" development. The Review Board considers the alignment of outcomes with clinical needs, the status of intellectual property protection, regulatory approval progress, and long-term sustainability. Projects that successfully pass the Translational Outcomes Review will receive the HIPDS Translational Certification Mark and be accorded priority access to Society resources, including expert consultation, partner institution matchmaking, and academic promotion services.

申请者通过HIPDS官方平台在线提交评审申请，上传研究成果材料、个人学术简历及相关支撑文件。系统将自动进行格式审查并生成申请编号。
Applicants submit their review applications online through the HIPDS official platform, uploading research materials, academic curricula vitae, and supporting documents. The system automatically conducts a format review and generates an application reference number.
学术秘书处在5个工作日内完成形式审查，确认材料的完整性和合规性，并根据研究方向将申请分配至对应的评审专业组。
The Academic Secretariat completes a formal review within five working days, verifying the completeness and compliance of submitted materials, and assigns the application to the appropriate specialist review panel based on the research direction.
评审管理系统根据申请者的研究领域，自动匹配具有相关专业背景的评审专家。每项评审由至少3位独立专家负责，确保评审的多角度覆盖和利益回避。
The review management system automatically matches reviewers with relevant disciplinary expertise to each application. Each submission is assigned to at least three independent experts, ensuring multi-perspective coverage and appropriate conflict-of-interest avoidance.
评审专家在不知晓申请者身份的情况下，依据标准化评审量表对成果进行独立评分，并撰写详细的评审意见，包括学术价值评估和改进建议。
Reviewers, without knowledge of the applicant's identity, independently score submissions using standardised review rubrics and provide detailed written assessments, including academic value evaluation and recommendations for improvement.
学术委员会秘书处汇总各评审专家的评分和意见，如专家评分差异超过规定阈值，将启动追加评审程序，确保评审结论的一致性和可靠性。
The Academic Secretariat consolidates all reviewer scores and opinions. Should the variance among expert scores exceed the prescribed threshold, an additional review procedure is initiated to ensure the consistency and reliability of the final determination.

Review outcomes are communicated to applicants through the system, including a detailed review report, score breakdown, and expert recommendations. Applicants who wish to contest the outcome may submit an appeal within 15 working days.
通过评审的成果将获颁HIPDS学术评审证书（电子版与纸质版），评审信息同步录入学会学术数据库，证书编号可在官方平台在线查验。
Outcomes that pass the review will be issued a HIPDS Academic Review Certificate (in both electronic and print formats). Review records are simultaneously entered into the Society's academic database, and certificate numbers are verifiable online through the official platform.

The HIPDS Academic Review Board (ARB) is the highest decision-making and executive body for the Society's academic review functions. It is responsible for establishing and maintaining review standards, overseeing the quality of review procedures, and deliberating on significant review matters. The Board is chaired by the Society's Academic Vice President, supported by two Vice Chairs, 15 Standing Committee members, and 87 Board members.
委员会实行任期制管理，每届任期三年，可连任一届。委员遴选严格执行学术标准，候选人须具备副教授及以上职称、至少15年专业从业经验，以及在各自领域的突出学术贡献。委员会每季度召开一次全体会议，审议评审政策和重大事项。
The Board operates under a term-based governance system, with each term lasting three years and a maximum of one renewal. The selection of Board members adheres strictly to academic standards; candidates must hold the rank of associate professor or above, possess at least 15 years of professional experience, and have made distinguished academic contributions in their respective fields. The Board convenes a full plenary session quarterly to deliberate on review policies and significant matters.

To safeguard review quality, the Board has established a comprehensive training and assessment system for reviewers. All expert reviewers are required to complete a standardised training programme and pass a reviewer competency assessment before formally participating in any review. The Board conducts annual performance evaluations of all reviewers and dynamically adjusts the expert pool based on assessment outcomes.
